Around 21 February 2017, we learnt of the approval by President Muhammadu Buhari for the disbursement of over NGN 213 billion intervention fund to public tertiary education institutions. The stated amount was budgeted in 2016 to be released and utilized in 2017. From the aforementioned amount, each Federal University gets NGN 1.009 billion. We started following up on the receipt of the fund by the institutions, requesting access to the project proposals of the universities and providing oversight over the implementation of the intervention:
FOI written to the Executive Secretary of TETFUND
29 March 2017: We wrote a Freedom of Information Request to the Executive Secretary of TETFUND asking:
- For the list of federal universities that have met the conditions to be given their own share ( NGN 1.009 billion) from the NGN 213 billion.
- If any of the 40 federal universities received the first batch of the NGN 1.009 billion disbursement? If they have, how much was released to them? If they have not, when will the funds be released to them?
- If there was a project proposal provided by the federal universities to access the fund?

FOI written to 12 Federal Universities
17 May 2017: Having not still heard from the Executive Secretary of TetFund over our 18 April FOIA request, on 17 May, we wrote to the management of 12 Universities asking:
- If they have received the first tranche of the NGN 1.009 billion disbursement and If YES, how much was received?
- For a copy of the project proposal provided to TETFUND by the universities to be eligible for the fund.

Federal University Dutsin-Ma Katsina State shares their project proposal
24 August 2017: Federal University Dutsin-Ma, Katsina State has provided us with their merged 2014/15/16 project proposal for TETFUND Interventions utilization. We will follow up for an expanded version of the proposal while asking critical questions on the implementation status & ground-truthing.
Federal University Birnin Kebbi provides their project proposal
29 August 2017: The Federal University Birnin Kebbi has provided their project proposal for the NGN 1.009 billion implementation and stating they had only received NGN 65m for staff training & NGN16m for research projects from its NGN1bn TETFUND 2016 Intervention. Info-sharing meet with personnel from UNIBEN Legal & Public Relations Depts

27 September 2017: Our lead, Austin Ekwujuru had an info-sharing meet with personnel from UNIBEN Legal & Public Relations Depts over providing effective oversight on their spending, specifically the implementation of their 2016 Tetfund Intervention [NGN 1.009b]. They promised to provide upon return to their base, their project proposal for implementing the 1.009b, details of contract awards & BoQs.

16 October 2017: We wrote to all the 34 public state universities asking if they have received the first tranche of the NGN 1.009 billion and requesting for their project proposals.
